Tiffany Baca
Tiffany Baca is the education and workforce development manager at the Municipal Water District of Orange County and executive director of the Water Energy Education Alliance, a statewide network of more than 260 organizations advancing water and energy workforce development across California. She brings deep experience in communications, education, and workforce strategy and is known for mobilizing people and institutions around bold, shared outcomes. A systems thinker and coalition builder, Tiffany aligns educators, industry leaders, and community partners to design initiatives that move ideas into action. Her work expands access to meaningful, place-based learning experiences that prepare California’s K–20 students to navigate complexity and pursue high-quality careers in critical infrastructure sectors. She has contributed to statewide environmental literacy leadership efforts and remains committed to strengthening both the resilience of natural resources and the capacity of the next generation.
